CPS Energy launches tender for 400 MW of wind energy in Texas

CPS Energy launches a tender to acquire up to 400 megawatts of wind energy, marking its most significant sector solicitation in over a decade and aiming to strengthen its energy portfolio.

The electricity company CPS Energy has launched a tender to obtain up to 400 megawatts (MW) of wind energy, with the intention to sign one or more Power Purchase Agreements (PPA). This initiative is part of the supplier’s Vision 2027 strategy, which aims to respond to rising energy demand in its territory and diversify production sources. This new tender represents the company’s most significant demand for wind energy in more than a decade.

Strengthening commercial partnerships

The CPS Energy tender aims to increase its total wind capacity to 1,467 MW, maintaining its position among the largest wind energy buyers in the state. The company currently operates about 1,067 MW of wind capacity. This move follows the recent signing of an agreement with Avangrid to add 160.8 MW of wind energy to its portfolio. The new contracts targeted by this tender are reserved for projects with a capacity of at least 20 MW, for which proposals must be submitted before August 29, 2025.

The President and Chief Executive Officer of CPS Energy, Rudy D. Garza, highlights the importance of a diversified energy strategy, specifying that wind energy complements other sources such as natural gas or nuclear, but does not replace them. The company thus aims to maintain the stability of its network while meeting the growing needs of its customers.

Evolution of the energy portfolio and recent collaborations

Since 2023, CPS Energy has integrated 1,735 MW of natural gas, 113 MW of wind, 480 MW of solar, and 50 MW of energy storage into its mix. The company has also secured an additional 254 MW of solar and 470 MW of energy storage through upcoming contracts. The current tender supports the goal to retire 2,541 MW of older capacity by 2030 and to advance collaboration projects with various industrial and commercial partners in the sector.

These actions are consistent with commitments made under the San Antonio Climate Action Plan, which calls for carbon neutrality by 2050 and a 71% reduction in greenhouse gas emissions by 2040. Stakeholders interested in the regional wind market thus have a significant opportunity to forge partnerships with one of the largest electricity operators in Texas.
