Accelerating Moldova’s integration into the EU energy market

The European Commission has once again demonstrated its commitment to support the energy sector in Moldova during the EU-Moldova High Level Energy Dialogue. The meeting prioritized key discussions on strengthening cooperation, addressing energy challenges and promoting Moldova’s integration into the EU energy market.

EU-Moldova energy cooperation: technical and financial support at the forefront

Under the co-chairmanship of the Commissioner for Energy, Kadri Simson, and the Moldovan Minister of Energy, Victor Parlicov, the dialogue underlined the importance of the Commission’s technical and financial support to accelerate Moldova’s integration into the EU energy market. The meeting was also aimed at ensuring Moldova’s preparedness for future energy demands, especially with regard to the upcoming winter season.

Given the current geopolitical fragility, the Commission and Moldova stressed the importance of close cooperation to ensure the security of Moldova’s gas and electricity supplies. In this context, the Commission outlined its vision for winter preparedness and presented measures to enhance security of supply.

EU financial support for the diversification and strengthening of the Moldovan energy system was also high on the agenda. The European Commission, in collaboration with the European Investment Bank (EIB) and the European Bank for Reconstruction and Development(EBRD), has taken stock of the financing instruments available, including the Connecting Europe Fund (CEF). These initiatives aim to support Moldova in achieving its energy objectives and to align its legislative framework with the EU energy legislation as part of its commitments to the Energy Community.

Commissioner Simson praised Moldova’s resilience throughout a difficult period and reiterated the EU’s commitment to help the country overcome future energy challenges. In addition, both sides explored additional areas of collaboration to facilitate Moldova’s integration into the EU energy market.

High Level Energy Dialogue: EU’s strong commitment to Moldova

Regulatory reforms played a crucial role in the discussions, with the ultimate goal of fully integrating Moldova into the EU energy markets. The Commission welcomed Moldova’s progress in implementing governance regulations, including the development of National Energy and Climate Plans (NEPPs) and the adoption of the Renewable Energy Directive, including auctions for renewable energy. The dialogue also highlighted the importance of energy efficiency, especially in residential buildings, in Moldova’s energy transition.

The Energy Community, represented by its director, Artur Lorkowski, provided valuable knowledge and assistance throughout the discussions. By combining the efforts of the Commission, the Energy Community and the ongoing reforms in Moldova, the objective is to consolidate the country’s position within the EU energy framework.

Indeed, the High Level Energy Dialogue between the EU and Moldova in Brussels reaffirmed the commitment of both parties to the energy sector in Moldova. By focusing on cooperation, energy challenges and integration into the EU energy market, the meeting laid the foundation for a secure and resilient energy future for Moldova. With the support of the Commission and financial institutions such as the EIB and EBRD, Moldova can further diversify its energy sources, improve energy efficiency and ensure a secure and sustainable energy future.
