Estonian energy producer Sunly, French renewable energy group Groupe VALOREM, and Norwegian developer Deep Wind Offshore have formed a partnership to develop an offshore wind project in Estonia. The joint initiative covers the Tuul Energy zone, a 250 km² area located off the coast of Saaremaa island. The project aims to deploy a fixed-foundation wind farm with a capacity exceeding 1 GW.
A strategic partnership in a shifting market
This project marks the joint entry of Sunly and Groupe VALOREM into an initiative originally led by Deep Wind Offshore, which holds exclusive development rights for the site. The combination of international and local expertise is designed to optimise planning, engineering, and stakeholder engagement in the context of Estonia’s accelerated energy transition. The companies have expressed their commitment to supporting local value chains and strengthening national energy security.
An expanding sector in the Baltic region
Estonia has set a target to generate 100% of its electricity from renewable sources by 2030. This offshore project aligns with that strategy as the country becomes an investment hub for energy projects in the region. The designated zone offers favourable conditions for fixed-foundation turbines, with wind resources suitable for large-scale energy production.
Industrial objectives and transnational cooperation
According to Knut Vassbotn, Chief Executive Officer of Deep Wind Offshore, the inclusion of the two new partners underscores the appeal of the Estonian market and reflects a shared commitment to developing robust projects. Olivier Angoulevant, Offshore Director at Groupe VALOREM, stated that the initiative is part of a broader effort to expand their international offshore wind portfolio. Klaus Pilar, Country Director for Sunly in Estonia, highlighted the importance of engaging local communities to ensure project support and promote regional economic benefits.
