Germany's Bundesnetzagentur (Federal Network Agency) has published the onshore wind tender with an official deadline of May 1, 2026. As this date falls on a public holiday in Germany, the submission deadline is moved to Monday, May 4, 2026, in accordance with Articles 188 and 193 of the German Civil Code (BGB). Applications must be physically received at the Bundesnetzagentur's headquarters in Bonn, Tulpenfeld 4, 53113 Bonn, by midnight.
2.5 GW Put Out to Tender
The volume put up for tender in this round stands at 2,494,569 kilowatts, according to data published by the regulatory authority. This figure falls within an annual target of 10,000 megawatts (MW) distributed equally across four tender rounds in 2026, pursuant to § 28(2) of the Renewable Energy Sources Act (EEG, Erneuerbare-Energien-Gesetz). The Bundesnetzagentur may, however, reduce this volume if there is a risk of undersubscription, i.e., when bids received fall short of the tendered volume.
The maximum bid price, above which a bid is automatically excluded from the award procedure, is set at 7.25 euro cents per kilowatt-hour (ct/kWh), pursuant to the Bundesnetzagentur's decision referenced AZ 4.08.01.01/1#63. This threshold represents the maximum price a project developer may propose to receive financial support under the renewable energy support mechanism. As wind energy continues to expand globally — as illustrated by Hai Long's installation of its first wind turbine with a nacelle assembled in Taiwan — Germany maintains its own onshore development pace through regulated auctions.
Eligibility Criteria and Submission Procedures
To participate in this tender, projects must hold a permit issued under the BImSchG (Federal Immission Control Act, Bundes-Immissionsschutzgesetz) and have been registered in the Marktstammdatenregister (core energy market data register) before April 7, 2026. This date constitutes the permit notification deadline, after which projects are no longer eligible for this auction round. Project developers who have already secured a contract may also submit supplementary bids (Zusatzgebote) if the installed capacity is increased by more than 15%, but only after the facility has been commissioned.
Applicants must use exclusively the official forms published by the Bundesnetzagentur for this tender round. These PDF documents must be completed electronically — handwritten fields do not comply with the format requirements. A separate financial guarantee must be provided for each bid submitted. Any application that does not meet the format requirements is automatically excluded from the award procedure.
Refunds and Results
Unused financial guarantees, overpaid fees, and other payments related to this procedure will be returned promptly following the publication of results for this tender round. The Bundesnetzagentur has not adopted any additional specific provisions under § 85(2) of the EEG that would apply to this procedure.
