Chinese company Envision Energy has signed a seven-year framework agreement with Saudi company ACWA Power to accelerate the implementation of renewable energy projects in several countries, including Saudi Arabia, Uzbekistan, and China. The agreement includes the supply of wind turbines, the development of local industrial infrastructure, and technological cooperation in operations and maintenance.
Industrial Deployment in Saudi Arabia and Uzbekistan
In Saudi Arabia, Envision Energy, along with its local joint venture partner, is committed to establishing production capabilities for key wind turbine components, as well as related service centers. This initiative aligns with the Kingdom’s industrial localization goals under its Vision 2030 program. In Uzbekistan, Envision plans to build manufacturing units for concrete towers and blades while deploying a full range of services to meet local content requirements.
Under the terms of the agreement, ACWA Power will also benefit from the integration of Envision’s smart wind turbine technologies, designed to enhance efficiency, capacity, and safety. The agreement also aims to explore joint business opportunities in the Chinese market, combining both companies’ industrial and technological strengths.
A Cooperation Model for Emerging Markets
The strategic cooperation aims to create a sustainable energy ecosystem in emerging markets, where local component production and the upskilling of industrial players have become priorities. Envision Energy will bring its expertise in supply chain localization, while ACWA Power will contribute its experience in developing large-scale energy projects.
This partnership could play a central role in the structuring of regional industrial sectors around wind energy. By focusing on replicable models, the two companies aim to facilitate the energy transition while strengthening the resilience of local economies. The agreement comes at a time when demand for self-sufficient energy solutions tailored to regional constraints is increasing in several parts of Central Asia and the Middle East.
