Philippines sets course for nuclear power

In an innovative move, Meralco is teaming up with USNC to study the adoption of advanced nuclear systems in the Philippines, marking a potential turning point in energy security and sustainability.

The recently signed agreement between Meralco, the Philippines’ largest electricity distribution company, and Ultra Safe Nuclear Corporation (USNC) in the USA, marks a significant milestone in the Philippine energy landscape. This strategic partnership, sealed at the 30th Asia-Pacific Economic Cooperation (APEC) Leaders’ Summit in San Francisco, symbolizes a renewed commitment to secure, sustainable energy solutions.

The Key Role of MMR Systems

The agreement between the two companies, originally announced in August, calls for a four-month pre-feasibility study by USNC. This study aims to familiarize Meralco with Micro Modular Reactor (MMR) systems and assess their effective integration into the Philippine energy framework. MMR reactors, an advanced nuclear technology, could represent a viable solution for meeting the country’s growing energy demand, while aligning with sustainable development objectives.

Implications of the Energy Security Agreement

Manuel Pangilinan, CEO of Meralco, underlines the importance of this collaboration, highlighting the potential impact of MMR technology on nuclear safety and reliable, affordable energy supply in the Philippines. Indeed, Francesco Venneri, CEO of USNC, adds that this initiative puts Meralco in a leading position in securing and sustaining the country’s energy supply.

The Historical Context of Nuclear Energy in the Philippines

Historically, the Philippines had considered nuclear power in response to the 1973 oil crisis. However, financial and safety problems had prevented the Bataan nuclear power plant from becoming operational. More recently, in March 2022, an executive decree was signed by former president Rodrigo Duterte, affirming the government’s position to include nuclear power in the country’s energy mix.

The 123 Agreement: A Pillar of Philippine-US Cooperation

At the same time, a civil nuclear cooperation agreement, known as the “123 Agreement”, was signed between the Philippines and the USA. The agreement, discussed at a meeting between U.S. Vice President Kamala Harris and President Marcos, strengthens collaboration on energy security and the promotion of a clean global energy economy. However, this agreement provides the necessary legal basis for US exports of nuclear equipment and materials to the Philippines, supporting US workers and companies.

This agreement between Meralco and USNC, supported by the Philippine and American governments, represents not only a technological breakthrough, but also an opportunity to rethink energy security and sustainable development in the Philippines. As the country moves towards diversified energy sources, this partnership could prove crucial in realizing a balanced, reliable and low-carbon energy future.
