L’Autorité koweïtienne pour les projets de partenariat (Kuwait Authority for Partnership Projects, KAPP), en coordination avec le ministère de l’Électricité, de l’Eau et de l’Énergie Renouvelable, a lancé un appel d’offres pour le développement du projet Al Dibdibah Power et Al Shagaya Renewable Energy – Phase III – Zone 2. Ce projet de type IPP (producteur d’électricité indépendant) vise une capacité nette de 500 mégawatts.

Située dans le gouvernorat de Jahra, à environ 100 kilomètres de la capitale, l’installation devrait injecter sa production directement dans le réseau électrique national. Le contrat d’achat d’électricité (Power Purchase Agreement, PPA) conclu avec le ministère prévoit une durée de trente ans. Ce mécanisme garantit une vente de long terme pour le producteur retenu.

Des acteurs internationaux et régionaux en concurrence

Parmi les consortiums qualifiés figurent plusieurs entreprises majeures du secteur énergétique. Le groupe français EDF Renouvelables s’est associé à la société saoudienne Abdullah Al Hamad Al Sagar and Brothers Company et à Korea Western Power Company. Le groupe saoudien Acwa Power mène une offre conjointe avec Alternative Energy Projects Company, tandis que Jinko Power (Hong Kong) coopère avec Combined Group Contracting Company.

Abu Dhabi Future Energy Company – Masdar est également engagée dans le processus, en partenariat avec Fouad Alghanim & Sons General Trading Contracting Company. D’autres participants incluent Swift Current Management Services (États-Unis) avec Arizona National for General Trading & Contracting Company, et Tianjin Zhonghuan New Energy (Chine) avec Sinotec Company et Mohammed Abdulmohsin Al Kharafi & Sons.

Soumissionnaires indépendants et cadre technique

Trois entités ont choisi de soumissionner sans partenaires: TotalEnergies Renewables (France), Limak Yatirim Enerji et Kalyon Enerji Yatirimlari Anonim Sirketi (Turquie). Cette approche reflète une stratégie d’exécution directe pour des groupes ayant une expertise consolidée dans les projets solaires de grande envergure.

Le cahier des charges prévoit une mission intégrée pour le soumissionnaire retenu, comprenant la conception, le financement, la construction, l’exploitation, la maintenance et le transfert du projet. La date limite de dépôt des offres est fixée au 16 février 2026. KAPP et le ministère sont accompagnés dans cette opération par Ernst & Young en tant que conseiller financier principal, DLA Piper pour les aspects juridiques et DNV pour les volets techniques et environnementaux.
