The partnership between the Kazakh government and ADB aims to integrate the private sector into the design, financing, construction and maintenance of hydropower projects.
The projects focus on the Alaqol, Balkash and Irtysh/Zaysan basins.
The initiative aims to boost renewable energy capacity, reduce carbon emissions and improve Kazakhstan’s energy security.
ADB, represented by Cleo Kawawaki, Head of Market Development and Public-Private Partnerships, is committed to supporting Kazakhstan in its energy transition efforts.
This collaboration is part of ADB’s partnership strategy for the period 2023-2027.
ADB contributions and commitments
Under this agreement, ADB will provide consultancy services for pre-feasibility studies, preparation of auction documents and the creation of a model power purchase agreement.
The aim is to attract competitive bids and mobilize private investment for hydropower projects.
Kazakhstan’s Minister of Energy, Almassadam Satkaliyev, emphasizes the importance of this partnership in achieving national energy goals.
ADB will also facilitate the transfer of skills to strengthen local expertise and promote private sector participation, thereby supporting the transformation of Kazakhstan’s energy sector.
Impact on Kazakhstan’s energy sector
The hydropower program is part of a broader strategy to diversify Kazakhstan’s energy sources and increase the share of renewable energies in the national energy mix. With a potential capacity of 600 MW, these projects will help reduce greenhouse gas emissions and improve the country’s energy independence.
This agreement marks an important step forward for the development of renewable energy infrastructure in Kazakhstan.
By involving the private sector, the country hopes to achieve its renewable energy targets and foster sustainable, environmentally-friendly economic growth.
