The High Council for Climate (HCC), an independent organization, has issued an opinion on the Multiannual Energy Programming (PPE), which outlines the energy policy for the next ten years. In this opinion, the HCC specifies six success conditions aimed at decarbonizing the energy system and enhancing its resilience to climate change.

Decarbonization Pathways and Success Conditions

The organization stresses the need to define detailed trajectories for phasing out coal, oil, and fossil gas. The HCC’s president, Jean-François Soussana, notably emphasized the importance of rigorous planning to support the energy transition without leaving any gaps in essential action levers. The opinion highlights the need for firm government commitment to structure decarbonization efforts through concrete and verifiable measures.

Funding Mobilization and Budgetary Support

Experts recommend ensuring sufficient and sustainable budgets to support transition measures. Among the cited schemes, MaPrimeRénov’ and specific funds such as the heat fund and green fund are prominently mentioned. The HCC’s opinion warns of the risk of budget cuts that could jeopardize the effective implementation of the energy roadmap. Clear mobilization of financial resources is considered indispensable to ensure the sustainability of investments in the sector.

Energy Transition and Mobility

Furthermore, the HCC draws attention to the mobility aspect, recommending the reintegration of the aviation sector and the adoption of a long-distance mobility strategy that also includes the maritime sector. These recommendations are based on the requirement for increased foresight across all relevant sectors, particularly to meet the planned phase-out of oil by 2045. Experts emphasize the complexity of an integrated transition, where diversification of energy sources and optimization of transportation networks play a key role.
