However, some experts have reservations about the concrete advances made by this declaration. Li Shuo, of the Asia Society Policy Institute, acknowledges its importance for COP28, but points out the absence of major commitments and the many points of disagreement that remain. David Waskow of the World Resources Institute criticizes the omission of a rapid transition to less polluting energies. Despite these criticisms, the two nations’ commitment to include all greenhouse gases, including methane, in their future climate plans is seen as a significant step forward.
