376 wind projects secure 3.45 GW in Germany’s 1 August tender

The Bundesnetzagentur awarded 376 projects totalling 3.45 GW, with a weighted average price of 6.57 cents per kilowatt-hour, without reducing the volume despite an undersubscription risk.

The Bundesnetzagentur has published the results of its onshore wind tender for 1 August 2025, awarding a total of 376 projects with a combined capacity of 3,447,956 kilowatts. The weighted average awarded bid price reached 6.57 euro cents per kilowatt-hour (ct/kWh), within a range of 6.39 ct/kWh to 6.64 ct/kWh. The maximum bid cap set by the agency for this round was 7.35 ct/kWh.

No volume reduction despite uncertainty

The agency did not reduce the auction volume, despite provisions under Section 28, paragraph 6 of the German Renewable Energy Act (Erneuerbare-Energien-Gesetz, EEG) that allow a decrease if under-subscription is expected. The auctioned capacity for this round was 3,443,164 kilowatts, equivalent to one-quarter of the annual 2025 volume target of 10,000 megawatts.

Bidders whose projects were not awarded will receive separate notifications outlining the reasons. Decisions may be appealed before the Düsseldorf Higher Regional Court within one month of receipt. The appeal does not suspend the award decision.

Strict regulatory framework and technical requirements

The tender was open to projects with permits under the Federal Immission Control Act (Bundes-Immissionsschutzgesetz, BImSchG) issued by 4 July 2025 and registered in the national market register. Bids had to comply with mandatory digital formats. Any deviation, including outdated or handwritten forms, led to automatic exclusion from the procedure.

The process also allowed for “supplementary bids” for facilities already awarded a contract, provided their capacity was or would be increased by more than 15 %. These supplementary bids could only be submitted after the facilities were operational.

One project award subject to legal outcome

A single project, identified by code WIN25-3/461, may see its award revoked depending on the outcome of an ongoing legal case before the Düsseldorf court. The revocation is conditional on a court order compelling the agency to award a contract to a competing bidder from the previous 1 May 2025 round.

Administrative management and refund processing

In accordance with established procedures, unused financial guarantees, excess fees, and other payments will be refunded following publication of the tender results. Due to internal checks, disbursements may take up to six weeks. Documents beyond the required standard forms were not considered during the bid evaluation process.
