France: Greenhouse Gas Emissions Fall by Only 1.6% in 2025
France records a decline in greenhouse gas emissions three times lower than the pace required to achieve carbon neutrality. The transport and building sectors show significant delays.

Citepa, the organization mandated to establish France’s carbon footprint, estimates the decline in greenhouse gas emissions at 1.6% for 2025. This figure remains well below the annual target of -4.6% set by the National Low-Carbon Strategy (SNBC-3), a roadmap updated in December to achieve carbon neutrality by 2050. The organization revised upward its initial estimate of -0.8%, citing indicator updates and methodological corrections. Consolidated data will be published in June.
