Uniper Secures Planning Permission for Its 120 MWe Electrolyser in Killingholme
North Lincolnshire Council has granted planning permission for Uniper's Humber H2ub® (Green) project in Killingholme. The 120 MWe electrolysis facility is set to supply Phillips 66's Humber Refinery with hydrogen from 2029.

Uniper's Humber H2ub® (Green) project has received planning permission from North Lincolnshire Council (NLC), paving the way for the construction of a 120 MWe electrolyser in Killingholme. The decision was published on March 20 by the local authority, following an application submitted by Uniper last October after a public consultation process. The facility will be located on the site of Uniper's existing Killingholme power station, in northern England. The project has also been shortlisted in the UK Government's Hydrogen Allocation Round 2 (HAR2) programme, the British mechanism for supporting low carbon hydrogen production.
120 MWe Capacity with Potential for Further 200 MWe Expansion
Once built, the electrolytic hydrogen production facility will have an installed electrolyser capacity of 120 MWe, with potential for future expansion of a further 200 MWe or more. Production will comply with the Low Carbon Hydrogen Standard (LCHS), the UK government standard defining criteria for low carbon hydrogen. Against a backdrop of global momentum in the hydrogen sector, India is targeting 5 million tonnes of green hydrogen per year by 2030. Recent discoveries highlight the diversity of approaches being explored: drilling at 3,655 metres confirmed significant natural hydrogen reserves in Moselle.
Phillips 66's Humber Refinery to Be Supplied from 2029
The hydrogen produced is intended to supply Phillips 66 Limited's Humber Refinery from 2029, according to the timeline announced by Uniper. This supply arrangement forms part of Phillips 66's strategy to reduce Scope 1 emissions at the industrial site. The project's shortlisting in the HAR2 programme was announced last April. Guy Phillips, Team Lead for Business Development Hydrogen at Uniper in the UK, described the planning approval as an important milestone towards industrial-scale low carbon hydrogen production in the Humber region.
