The joint venture Singa Renewables, equally owned by TotalEnergies and Royal Golden Eagle (RGE), has obtained a conditional licence from Singapore’s Energy Market Authority to import 1 GW of renewable electricity from Indonesia. This regulatory approval marks a pivotal stage in the implementation of a large-scale cross-border energy project aimed at supplying power to Singapore’s energy-intensive industries.

A hybrid project backed by both governments

The licence was confirmed during an official ceremony held in Jakarta on May 28, 2025, attended by Presidents Emmanuel Macron and Prabowo Subianto. The project, located in Indonesia’s Riau province, is based on a hybrid infrastructure combining a solar power plant, a Battery Energy Storage System (BESS), and a subsea cable linking the archipelago to Singapore. This system will enable round-the-clock electricity delivery, a core feature of TotalEnergies’ electricity business model.

The partners also signed a memorandum of understanding with Singapore Energy Interconnections (SGEI) to jointly develop the subsea interconnector. This infrastructure will be essential for the cross-border transmission of energy produced in Indonesia to Singaporean clients.

Stable power supply for industrial demand

The energy produced will not be reserved exclusively for export. A portion will be allocated to powering industrial complexes near the project site in Riau province. This dual focus aims to locally leverage generation capacities while meeting stable regional energy demand.

TotalEnergies already operates a 28 GW renewable capacity portfolio worldwide and targets 35 GW by the end of 2025. The company also plans to produce more than 100 TWh of net electricity by 2030. Its partnership with RGE aligns with its growth strategy in high-demand Asian energy markets.

A structuring operation for the region

“This project will contribute to Singapore’s goal of achieving carbon neutrality by 2050 while supporting the economic development of Riau Province,” said Helle Kristoffersen, President Asia and member of the Executive Committee at TotalEnergies.

Imelda Tanoto, Managing Director of RGE, noted that “securing the conditional licence confirms our role in strengthening regional collaboration and generating value for communities, the economy, and governments.”
