Guyana Accelerates Reform of Its Oil Local Content Law
The Guyanese government is modernizing the regulatory framework of its Local Content Act with shortened certification timelines and digital tools. Local expenditures reached $743 million in 2024.

Guyana is entering a new phase of regulatory framework development for local content in the oil and gas sector. The government announced in late 2025 the implementation, effective January 2026, of accelerated processing timelines for companies seeking certification under the Local Content Act. Sole proprietorships and landlords would now benefit from processing within five working days, reduced to three for renewals. Entities 100% owned by Guyanese would see their applications processed within 15 days, renewals within ten. Other structures would have a 21-day timeline, reduced to 15 for renewals.
