The European Union proposed technical and financial assistance to Ukraine to repair the Droujba pipeline, damaged on January 27. Hungary made the payment of a 90 billion-euro European loan to Kyiv conditional on the resumption of oil deliveries.

The European Union proposed technical and financial assistance to Ukraine to repair the Droujba pipeline, damaged on January 27 by Russian strikes. European Commission President Ursula von der Leyen formalized the offer in a joint statement with European Council President Antonio Costa. Ukrainian President Volodymyr Zelensky signaled his agreement in a letter attached to the statement. Repairing this pipeline — whose name means "friendship" in Russian — is the condition Budapest has set to lift its veto to a 90 billion-euro European loan intended for Kyiv.
