Spanish waste management group Urbaser has secured a contract worth approximately €700mn to operate the Étoile verte incinerator located in Saint-Ouen-sur-Seine, north of Paris. The contract, awarded by the Syndicat mixte central de traitement des ordures ménagères (Syctom), will take effect on 1 January 2026 for a twelve-year term, the company announced on 2 April.
Treatment capacity and maintenance scope
The contract covers the full operation and maintenance of the facility, which includes three treatment lines, each capable of processing 28 tonnes of waste per hour. The site has a total annual capacity of nearly 630,000 tonnes. The Saint-Ouen unit is one of three incinerators operated by Syctom, which handles waste processing for 81 municipalities in Île-de-France, representing a population of 5.7 million.
Energy recovery integrated with urban network
According to data released by Urbaser, the facility’s operation is expected to generate around 1.1mn MWh of heat annually, supplied to the urban heating network, as well as 8,500 MWh of electricity. This energy output is integrated into a local distribution system that supplies public and private infrastructure across the metropolitan area.
Urbaser Environnement, the French subsidiary of the group, has been appointed as the site operator following a public tender conducted by Syctom. The company will directly manage all tasks included in the contract.
