The European Investment Bank (EIB) has confirmed the granting of a €600mn ($652mn) loan for the construction of the BC-Wind offshore wind farm, located more than 20 kilometres off Poland’s western coast in the Baltic Sea. This financing makes the EIB the largest contributor to the financial structure of this 390-megawatt (MW) project, led by Ocean Winds, a joint venture between French energy company Engie and Spain’s EDP Renováveis.
The BC-Wind project will consist of 26 bottom-fixed turbines, each with a maximum capacity of 15 MW. Production is expected to begin in 2028, with the objective of supplying nearly 500,000 Polish households and businesses. All necessary permits have been secured, and a 25-year contract for difference underpins the electricity sales.
A structuring support for Poland’s offshore wind market
The signing of the financing agreement comes as the EIB strengthens its involvement in offshore wind infrastructure in Poland. This is the third major project supported in the country this year. In 2025, the bank mobilised a total of €1.7bn ($1.85bn) in this sector, including the Bałtyk 2, Bałtyk 3, and Baltica 2 projects, with a combined capacity exceeding 2.9 gigawatts (GW).
The EIB’s contribution to BC-Wind is part of the European mechanisms InvestEU and RePowerEU, designed to accelerate the continent’s energy transition. The financial support also benefits from the TechEU programme, aimed at reinforcing the European Union’s technological sovereignty in key sectors such as energy.
Ocean Winds expands its global portfolio
Ocean Winds, established in 2019, continues its international expansion with approximately 19 GW of offshore projects in operation, under construction or in advanced development. Active in eight countries, the company develops, builds and operates offshore wind farms with the objective of supporting the industrial transformation of coastal regions.
In Poland, the development of the BC-Wind project aligns with national ambitions to diversify energy sources. Ocean Winds believes that the country could become a regional leader in the offshore wind industry, both in terms of energy production and industrial capability. The company sees this project as a strategic lever to strengthen its position in the European market.
